Those students of the Faculty of Law who wish to obtain a Fremdsprachenschein and are interested in European Union law are cordially invited to the seminar EU Enlargement Law (10-01-730) that will be offered in the summer semester of 2026. The seminar will be taught in English.

Seminar Description

Seven rounds of EU enlargement have taken place so far, increasing the number of Member States from the initial six to the current twenty-seven. The conditions and procedures for the accession of new countries have changed historically before taking their modern shape. Currently, joining the EU is a long and difficult process. It is further complicated by the necessity to adjust the Union’s governance structures and decision-making procedures to enable the successful integration of new countries. Also, the domain of the Union’s enlargement is where politics and law are particularly closely intertwined, as the accession of new countries is usually seen as a geopolitical move or strategic investment. All these make the enlargement law of the EU a particularly interesting area of study for both students and researchers.

This seminar covers the law of the EU’s enlargement. It will guide the students through the current rules on the accession of new Member States and will give an overview of their evolution. The seminar will focus on the current regulation of the enlargement contained in Article 49 TEU, as well as the Copenhagen Criteria, the Enlargement Methodology and some other instruments. The seminar will also cover the connection between the enlargement of the Union and its inner constitutional reforms, as well as the past rounds of enlargement. Finally, the seminar reserves ample space for the discussion of some of the outstanding challenges in the domain of EU enlargement and future prospects for those countries that currently aspire to join the Union.
